I have the honour to quote for your information the follow-

ing telegram received from the Hongkong General Chamber of Commerce:-

"With reference to the China Association Shanghai

Franch telegram of the 19th December regarding piracy

Hongkong Chamber's views are as follows:-

Consider that increased Taval protection especially

through small patrol boats would permit drastic

modification of Regulations for internal protection

of ships which already demonstrated serious handicap

to trade and further proposed regulations must in-

volve additional expensive alterations to ships. Consider increased Naval patrols absolutely essential

adequate protection of British trade in China par-

ticularly Southern China, Suitable small patrol boats planned on experience gained during past years

could quickly be built here. Please make strongest possible representation on our behalf all Authorities

concerned. The matter is vital to British trade

interests in China.'

in my letter of the 22nd instant.
